It's simple.
Although, you will need to download something.
XP Users
1. Go to your computer
2. Open your (C:) Drive.
3. Go to the windows folder.
4. Find fonts.
5. Keep that open, now click here
6. Drag/Extract that to your desktop.
7. Drag that into your fonts folder.
Vista Users
1. Open the start menu.
2. Type in "fonts".
3. Open it.
4. Go here
5. Extract/Drag into the desktop.
6. Then drag it into the fonts.
Ok, make sure you have gimp.
Open a new image, i am doing 420x120.
Now fill the background in with black.
Switch foreground color to white.
And go to font tool.
Type in "Ban" and it should select the font you just downloaded.
Position it.
Now duplicate that until you have 4 text layers.
Go back to the first layer, and then go to filters, then alpha to logo.
Click 'Neon'.
Set the glow color to white.
Effect size, 30-35 (depending on image size)
Delete the layer 'Background #1'
Merge the 'Neon Glow' and 'Neon Tubes'
Set the Opacity to 50%
Then click filters>>Distorts>>Erase Every other Row.
Click 'Ok' as the defaults are the exact ones you want.
Go to the second duplicated layer, and then Filters>>Alpha to logo>>Neon
Select a green-ish and set the effect size to 10.
Delete the "Background #1" and then merge the 'Neon Glow'/'Neon Tubes'
Now go to the last duplicated layer and then Filters>>Alpha to logo>>Neon
Make the effect size 15-25. (depending on image size)
Delete the background #1, then merge down the neon glow/neon tubes.
(I messed up with the text layer, if you did the same, then do this.)
Duplicate the text layer left behind, then move it to the top.
Finally, save it and you should be done.
Here is my final result: you should get something similar.
